Renting and buying in Kfar Saba: rents, arnona and the paperwork

Housing is where the published facts for Kfar Saba are thinnest, so this guide is short and says clearly what is sourced and what is not.

What rent costs

On 5 October 2026 Realta, which aggregates listings from Yad2, Madlan, OnMap, Homeless, Komo and Facebook, showed a city-wide median asking rent of 6,700 NIS a month from 300 listings (Realta (opens in a new tab)). The 3-room median was 6,391 NIS, against a national 3-room median of 5,300 NIS.

These are asking prices, not signed leases. By area, the green neighbourhoods and Savyonei HaKfar were the most expensive and the eastern neighbourhoods the cheapest; see the neighbourhoods guide and the cost-of-living worksheet, which uses these numbers as hints.

When you move in

The municipality's new-residents page lists three things to do (new residents (opens in a new tab)):

1. update the property holder with the arnona division, so the bills come to you;
2. arrange the water company (Mifal HaMayim) approvals and change the water payer number;
3. sort out parking permits (see the getting around guide).

The arnona division is at 137 Weizmann St, building 4, by appointment (revenue division (opens in a new tab)).

The olim arnona discount works for tenants

You do not have to own the flat. Olim who are the registered property holder, tenants included, can get the 90% arnona discount on the first 100 sq m (olim discount (opens in a new tab)). So register yourself as the holder as soon as you sign. Details are in the first-week guide.

Schools follow your address

Gans are zoned by the address in the population register, and middle-school registration asks new residents for a rental or purchase contract and an arnona payment (gan (opens in a new tab); middle school (opens in a new tab)). If you have children, check the school registration zones on the municipal map before you sign (zones (opens in a new tab)).

New buildings and urban renewal

English Wikipedia says that in 2014 the municipality required every contractor building in the city to install green roofs, either solar panels or a rooftop garden (English Wikipedia (opens in a new tab), community source). The municipal map portal shows the city's urban renewal areas, and a large pinui-binui plan was announced for Yoseftal in 2021 (map portal (opens in a new tab)).

What I could not source

I found no reliable published figures for Kfar Saba purchase prices, no English- or French-speaking estate agent with a verifiable listing, and no local guide to tenancy rules.
